Although the law says that there should be a librarian with a Masters Degree, there is no teeth in the law to enforce it. Sort of like our garbage collection ordinance. The library board checked on this last year. Also, there is an interesting discussion regarding Timberland and how they interpret the law. http://informedcommunity.wordpress.com/2010/05/27/four-finalists-for-timberland-library-executive-director/
I did see at the State Librarian site the following: http://www.sos.wa.gov/library/libraries/training/certification.aspx
The budget really does not save 300K. It only gave about 5,000 per month up to June or July to the library and then less for the remainder of the year. I think they are using the Bishop Grant money to run it beyond that point. They also gave it some money for materials. So, that is the only money saved this year. What happened to the money from previous years and not budgeted for this year went to all the other departments. You will have to ask them what they did with it. Oh, look at the checks and not the budget BAR accounts to know that. Then you will really know the truth. Remember, they can move money around at will.
The budget now saves $300,000 Where do those taxes get spent now? These four choices are not good ones. If no library means no tax increase that is the best choice.
Why not just make the current clerk the librarian? The levy is only a sure thing for two years. The EMS levy also starts next year. That too will be on the ballot in two years. I wonder how the city is going to pay all the increases per the contract. Should be interesting.
I’m sure d) followed by c). This would be in keeping with the usual Ocean Shores planning and spending.
i know 4 people who want to retract their votes. will that help?
Advanced degrees don’t give you higher salary. In fact they may make you unhirable at a decent one.
I know this from personal experience (and I do have one of those Piled Higher and Deeper degrees).
