We pay storm drain charges per foot of road frontage. I pay different amounts for each of three lots. I wonder how much road frontage is owned by the city?

I would bet D. Since the city must pay the utilities for services too. Every lot pays the Storm Drain Utility. Sounds like one of the old movies… He says: But you must pay the fee. She says: But I can’t pay the fee.
I would hope it is not for any of the above, but am guessing D.
