		<description>Didn&#039;t we get in trouble before when we robbed Peter to pay Paul?  I think we keep trying to get Michael to sail his boat ashore, but we keep taking on taking on water by making poor decisions.  Maybe we are hoping for money to be like mana from heaven to bail us out again.  Citizens keep petitioning the Lords with prayer and still they do not hear us.  Maybe something is being smoked and the leadership is unaware of reality.  Is anyone looking forward to 2011 and 2012 when our contract obligations increase?  When will a fiscal conservative really come forward on the council?  When will someone pass a resolution that says no spending unless there is a coresponding cut?  When will the cuts happen at the top and not at the bottom where we citizens are impacted?  Why does it take so long for building permits when only one person was lost in that part of the process?  Why do business license take so long when it used to take a day?  You fill out a form, pay your money and you should be issued the license.  We do have computers and printers.  I guess the new insular city hall speaks a thousand words.  That does make sense to the average citizen.</description>

I don&#039;t know if it&#039;s a legal request but at the very least it seems like a LOGICAL request. Is it legal to challenge logical requests? ;)</description>
