Change in wording, City web site
Last Thursday, city council member Nick Johnson called, and left a message asking why in my story (headline, “EMS: Mayor Bunkers answers questions on proposed levy increase”) I quoted “Resolution 620 Lid Lift Levy for EMS.” I returned his call, and left a message on his machine, referring to the 2009 Resolutions link on the City’s web site. It listed “Reso 620 Lid Lift Levy for EMS.“
Sometime between Thursday and 8 a.m. this morning, that wording was changed.
The web site now lists the title as “Reso 620 EMS Levy 7.27.09.”
I have submitted a Public Information Request, to determine: who changed this; who directed that it be changed; why it was changed; when it was changed.

oops! I keep calling the lid lift a levy lift, but hopefully you know what I meant.
So can they just change the name of the levy back to EMS levy but only have the requirement of 50% yes votes because it was originally written as a levy lift? The margin needed to pass the levy is a big deal and this is one of my issues with this levy. I feel the city is trying to hoodwink the public by initially labeling this resolution as a levy lift to get the lower hurdle of 50 percent to pass. Clever by half, in my opinion. This just angers the public and makes them wary of the “Deciders”.
Jean: Yes, you’re right on the 60 percent vote for an EMS levy, which also requires at least 60 percent of the registered pool casts a vote; this is a “super majority.” The “levy increase” or “lid lift” requires 50 percent to pass; a “simple majority.”
(Note: this was openly discussed, in council meetings, and was one of the reasons given by Art Wuerth when he lobbied for the “lid lift,” which he argued more accurately reflects the will of the majority.)
My understanding is a “EMS Levy” requires a 60% vote and a “lid lift levy” requires only 50% vote. Ocean Shores will be voting in November for a “lid lift levy” that only requires a 50% vote.
What is the percentage of “yes” votes needed to pass the
Reso EMS Levy 7.27.09?
The city finds it easier to try to raise our taxes rather than do their collection jobs. We need a new fire chief that won’t keep trying to take the easy way out and shove his burdens and responsibilities on the taxpayers. This man Ritter appears to be a very knowledgeable conscientious fire department shift leader. Maybe he and Hodges should change places.
If I understand this issue correctly fees were not collected that should have been. It should be called incompetence 101, vote for charging the public more money because we did not do our jobs to collect funds owed to us for EMS.
And they wonder why we don’t trust our politicians!
