Kelpers is a scream
A little rain and a loss of power, think that will stop the Kelpers Festival? Of course not . . .

Not quite sure what the theme of this float in the Moclips-to-Pacific Parade was, but it’s probably “what happens at Kelpers stays at Kelpers.” Any way, the crowd dodged a few rain squalls and had the usual North Beach fun.
