Jeff wrapped it in a towel and took it to Beacon, which confirmed it was Murre. They transferred it to Olympia, where the anemic seabird will be cared for until it’s well enough to fend for itself . . . and away from the seagulls, which were measuring it up over here.

I think Ranger Hopkins is right. Photos and other web information match.
Perhaps it’s our Penguin of the North – the Murre, probably what’s known as the “Common Murre”
It looks like it is in distress.
