Water $$$: Definition of “disadvantaged community” by DOH
from the Department of Health Web site, regarding economic stimulus money; Ocean Shores is on the list to receive $2.9 million: “If the water system is located in a disadvantaged community, a project will be awarded a loan with principal forgiveness for the entire loan amount. Disadvantaged community means the service area of a public water system where at least fifty-one percent of the customers are at or below eighty percent of the county median household income as defined annually by the Federal Department of Housing and Urban Development.
“If the water system is located in a distressed county, the project will be awarded a loan with principal forgiveness for one-half of the loan amount. Distressed county means a county that is designated by the Washington State Employment Security Department as distressed, based on unemployment rates.”

Another part of the definition that is easy to breeze over, but may have some impact: “the service area of a public water system.” Which, in this case, could include Illahee and Oyehut.

Randy, looks like you’re using State data. This particular grant looks at household income “as defined annually by the Federal Department of Housing and Urban Development.”
I’ll have to dig around and see if I can come up with where this might be located.
I hope this satisfies your request for data. Thank you Tom for getting the definition from the department that is determining who gets the grants. Without knowing the terms specified under the specific grant one only is left to guess.

80% of $43,199 is $34,559.20 or if you use the other data 80% of $46,800 is $37,400
Now we have to look above for the statistics to see if we do meet the 51% number. It may be questionable from what I get below if one rounds up to the reported data.
