Winter storms returned the crude oil from the Dec 22 spill on Washington coastal beaches with a vengeance. The 321,000 gallons of oil. first thought to have been dissipated returned in tarry globs along coastlines as far north as mid Vancouver Island and has found its way into the Straits of Juan de Fuca.
